How can I train my rats to use the Exercise Wheel?

I have two rats that are 4 months old. We have an exercise wheel that is the size perfect. Not even touch it! I put in and tries to put in front of your face, but it will not work! BONUS! (I'll rate you as best answer if your answer is!): How can I get it to run on the Exercise Ball, because stubbornly being there and doing nothing, but stern.
